Discurso al Embajador de los PAÍSES-BAJOS, Excmo. Sr. Conde Roland Hugo VAN LIMBURG STIRUM, 30 de septiembre de 1991

Señor Embajador:
 
1. Me complace acoger a Su Excelencia y recibir las Cartas con las que Su Majestad la Reina de los Países Bajos lo acredita como Embajador Extraordinario y Plenipotenciario ante la Santa Sede. Le agradezco también el amable mensaje que Su Majestad le ha encargado transmitirme. Le ruego exprese a Su Majestad la Reina Beatriz mis saludos deferentes, recordando con alegría la atenta acogida que me reservó hace poco tiempo en su país.
 
Le agradezco, Señor Embajador, las palabras tan amables que acaba de pronunciar. Reconozco en ellas la atención que prestan las autoridades de su país a muchas de las preocupaciones de la Sede Apostólica, pues constituyen ejes esenciales de la misión específica que nos esforzamos por cumplir entre los fieles de la Iglesia Católica y también, en el marco de nuestras propias competencias, en el seno de la comunidad internacional.
 
2. Al recordar la evolución importante que ha conocido el continente europeo en el curso de estos últimos años, ha puesto usted de manifiesto algunos motivos de esperanza y de inquietud. Es preciso notar que numerosos pueblos de Europa experimentan actualmente la alegría de haberse liberado de graves coacciones, pero que, al mismo tiempo, se sienten angustiados frente a las arduas dificultades que persisten o que reaparecen. De hecho, la nueva coyuntura conlleva el deber ardiente que todos tienen de trabajar para salvaguardar la paz y de poner por obra todos los recursos de la solidaridad humana para que sea duradera. Se trata de que todos puedan no sólo superar los conflictos cuya duración hiere profundamente a pueblos enteros, sino también asegurar a las personas y a las comunidades nacionales, dentro del respeto a sus mejores tradiciones, condiciones de bienestar y desarrollo legítimo.
 
Con vivo interés le he escuchado ilustrar el papel que en este momento les corresponde desempeñar a los Países Bajos en la Comunidad europea, puesto que, al ejercer su Presidencia, no buscan sólo el progreso de una integración de orden económico, sino sobre todo la consideración de las dimensiones sociales y humanas de la unión entre los pueblos, así como su apertura generosa a las naciones menos favorecidas del planeta.
 
3. Usted ha recordado, Señor Embajador, el interés que ha suscitado en los dirigentes de los Países Bajos la enseñanza social de la Iglesia, que ha alcanzado gran relieve durante estos últimos meses con ocasión del centenario de la encíclica Rerum novarum, de mi predecesor León XIII. Efectivamente, al volver a trazar el camino recorrido a lo largo de un siglo, conviene insistir en las tareas que el mundo actual debe afrontar. Parece que cada nación pondera mejor lo que comporta para la humanidad un progreso verdadero. Ciertamente se trata de servir a toda la comunidad, a fin de permitir que las personas se desarrollen psíquica, intelectual y espiritualmente, o, para decirlo en una palabra, en su plena dignidad. Por su parte, la Santa Sede – como usted puede comprobar a diario – se esfuerza por aclarar los mayores retos de la actividad humana a la luz del mensaje evangélico. Somos conscientes de la necesidad de una sana concepción espiritual y moral de la vocación humana de modo que se comprendan en toda su profundidad las exigencias de la paz, junto con el control de los armamentos, el sentido del respeto al medio ambiente y la necesidad de alejar las amenazas que se ciernen sobre la salud física y psíquica de las personas.
 
4. Al recibir al representante de los Países Bajos, deseo saludar cordialmente a todos sus compatriotas, así como recordar la visita que realicé a su país hace algunos años. Mi pensamiento va, de modo especial, a los miembros de la Iglesia Católica, que afrontan las dificultades que han marcado por doquier a todas las generaciones. Deben afrontar un progreso vivido a veces como un cambio; su fe y su vida eclesial soportan verdaderas pruebas. Deseo que sepan que aprecio todos los esfuerzos emprendidos por lograr la comunión eclesial, y formulo votos afectuosos para el futuro de sus comunidades. Sé también de qué modo aman a su patria y con qué desinterés ponen sus talentos y competencias a su servicio.
 
5. Un aspecto de las preocupaciones de los cristianos, que usted, Señor Embajador, ha puesto de relieve es la búsqueda de la unidad entre los discípulos de Cristo, entre los hombres y las mujeres que acogen su mensaje, pero sin llegar aún a la comunión perfecta. El curso de la historia ha llevado a sus compatriotas a comprometerse directamente con el movimiento ecuménico, a cuyo desarrollo han dado una contribución notable. Es un camino largo y arduo, pues supone progresar incansablemente en la fidelidad a Aquél que trae a los hombres la luz de Dios en la grandeza infinita de su amor. ¡Que el Espíritu del Señor reine en todos los que trabajan con perseverancia y lucidez para promover la unidad de los cristianos! Usted ha subrayado el hecho de que los holandeses siguen con ese espíritu de comunión la antigua tradición de su presencia en Roma junto a la Sede de Pedro. Espero que su oración y su testimonio traduzcan cada vez mejor esa aspiración esencial de nuestro tiempo.
 
6. Ahora que Su Excelencia inaugura su misión ante la Santa Sede, le garantizo que mis colaboradores le brindarán la ayuda necesaria para facilitar su cumplimiento. Formulo votos cordiales para su persona, sus seres queridos y sus colaboradores. Pido a Dios que colme con sus dones a su Majestad la Reina, a su familia y a todos los habitantes de los Países Bajos.

1. I am pleased to welcome Your Excellency and receive the Letters by which Her Majesty the Queen of the Netherlands accredits you as Ambassador Extraordinary and Plenipotentiary to the Holy See. I am also touched by the kind message which the Sovereign gave Your Excellency in my regard and I ask you please to express to Her Majesty Queen Beatrix my respectful greetings, and my pleasant memories of the kind welcome which She gave me not so long ago in her country.
 
1. I am grateful, Mr. Ambassador, for the very courteous words you have just addressed to me. In them I recognize the attention which the authorities of your State accord the many concerns of the Apostolic See because they are essential parts of the specific mission which we seek to fulfil among the faithful of the Catholic Church and also, within the context of our proper fields of interest, within the international community.
 
2. Mentioning the important changes which the European continent has undergone in recent years, you emphasized some reasons for hope and concern. We must truly see that, at the present time, many European peoples are experiencing the joy of being freed from heavy constraints but, at the same time they are gripped by anguish in the face of the harsh difficulties which remain or are reappearing. In fact, the new situation which has developed involves everyone in the pressing duty to work to safeguard peace and to use all the resources of human solidarity to make it last. It is a question of permitting everyone not only to overcome the conflicts whose prolongation would profoundly harm whole peoples, but also to ensure for individuals and national communities, with respect for their best traditions, the conditions necessary for their well-being and legitimate development.
 
With great interest I heard you describe the role which at this time has fallen to the Netherlands within the European Community, because those who have the presidency are not only seeking to promote economic integration, but they have also taken into consideration the social and human dimension of the union of peoples, as well as their generous openness to the planet's less favoured countries.
 
3. Mr. Ambassador, you mentioned the interest aroused among your people by the Church's social teaching, highlighted during recent months on the occasion of the centenary of my predecessor Leo XIII's Encyclical Rerum novarum. Indeed, in studying the path which has been taken during the last century, it is right to insist on the tasks which are incumbent upon the present world. In each of the nations it seems that we can measure what true progress implies for humanity. It is, of course the whole community which it must serve in order to permit individuals to grow physically, intellectually and spiritually or, to put it briefly, in their full dignity. For its part the Holy See (and you will witness this day after day) seeks to clarify the major stakes of human activity in the light of the Gospel message. We are aware of the need for a healthy spiritual and moral understanding of the human vocation so that people can thoroughly understand the demands of peace especially in regard to arms control, the meaning of respect for the environment, and the need to overcome the threats against the physical and psychological health of individuals.
 
4. In welcoming the representative of the Netherlands, it is natural for me to extend a cordial greeting to all its citizens and to mention the visit which I paid to their country several years ago. My thoughts turn particularly to those who belong to the Catholic Church. They face the difficulties which have affected recent generations everywhere, in their faith and Church life they experience real trials. I want them to know that I appreciate all the efforts they have undertaken on behalf of Church communion and I express my affectionate wishes for the future of their communities. I also know how devoted they are to their country and the selflessness with which they place their talents and skills at its service.
 
5. There is one aspect of Christian concern which you have highlighted, Mr. Ambassador: the search for unity among Christ's disciples, among the men and women who accept his message without yet having achieved perfect communion. The course of history has caused your fellow citizens to be directly affected by the ecumenical movement, to whose development they have made a considerable contribution. It is a long, difficult journey because it presupposes that people tirelessly strengthen their fidelity to the One who brings people the light of God in the infinite greatness of his love. May the Spirit of the Lord penetrate all those who are working with perseverance and clarity to promote Christian unity! In the same spirit of communion, you mentioned that the Dutch in Rome continue their ancient tradition of a presence near the See of Peter; I hope that their prayer and witness will express this essential aspiration better and better in our day.
 
6 As Your Excellency begins your mission to the Holy See, I assure you of the help which my collaborators will gladly give you to facilitate its accomplishment. I offer you my cordial best wishes for your person, your loved ones and collaborators. I pray that God will shower his gifts on Her Majesty the Queen, her family and all the inhabitants of the Netherlands.
